You can’t control his illness, only your reaction to it. Set your boundaries, report him when needed, and stay safe.
Get cameras as soon as possible.
I have a similar issue—a neighbor with PTSD and early dementia, but he still has a bunch of guns.

I’m really sorry you’re going through that. It’s a tough situation, especially when you want to empathize but also need to stay safe. Take care, and let’s hope both our neighbors get the help they need.
Moving could be an option, but if not, get cameras, motion lights, and a security system. Maybe talk to your old neighbors for more info. Unmedicated schizophrenia can be very unpredictable, and the mom might not be honest with you to protect him.

The hard part is that they have endless time to observe. Something trivial can become their focus. With my family member, the color red set him off. There are no easy solutions here.

The system obviously isn’t helping. If OP doesn’t have the funds to get this guy professional help, they might have to get creative.
