So, before you do anything else, let me ask you this:
Are you sure he’s doing this to get back at you on purpose? Like, he’s only doing it to annoy you?
I feel like you both might be feeding into each other’s paranoia. You put something up, and he reacts. Maybe try talking to him first.
Also, check with your city. It seems like he might be crossing a line when it comes to your privacy.

No, he’s definitely doing all of this on purpose. The police confirmed it. There’s no communicating with him, he’s off his rocker.

Please don’t use anything that could confuse birds. A mirror finish can make them fly into the windows.
Maybe try something like CollidEscape?

Maybe. I’m not too worried about birds; it’s a small bathroom window between two houses. They usually fly straight down the alley and don’t stop in the middle.

Right. But he’s had his system up for way longer than mine. It covers the space between our houses. I only put mine up after he started acting weird—walking close to my house, mumbling at all hours, and even waving a gun around.
We now have a 6-foot fence between our homes. His cameras can’t see anything I can’t already see. The cops said it’s all good. I’m just trying to keep his floodlight from shining into my windows without making things worse.

You should be able to apply a mirrored tint first, then put black-out vinyl over that to make an actual mirror. The downside is that no light will come in.
Instead of using black-out vinyl, you could try frosted film, which should look like a mirror during the day.
